1b30f95ae0 Fix issues with bootstrap build. 
- Fix bug in bootstrap building of tycho-bundles-external.
- Add BR to packages used by Eclipse bundles in bootstrap build.
- Fix ecf bundles in bootstrap repo and add emf bundles.
