Rebuild against libldb 1.4.0-2.fc28.1.3.4

libldb 1.4 is not compatible with samba before 4.9.

libldb in F28 is downgraded to 1.3.4 but kept 1.4.0 version to avoid
forcing use of epoch. A construct as 1.4.0-2{%dist}.1.3.4 is provided to
make sure we are using the right version.

Rebuild against this version.
