- Move Qt designer to a different source RPM to get rid of a circular
    dependency (kdelibs2->qt, qt->kdelibs2)
- Enable MNG support
- Don't compile (just include) examples and tutorials
- move the static libraries to a separate package (qt-static). They're
    HUGE, and most people won't ever need them.
- clean up spec file
- fix up dependencies (-devel requires base, -static requires devel, Xt
    requires base)
- add BuildRequires line
