spec: Temporarily disable conflict between binfmt subpackages 

Fedora CI can't handle subpackages with Conflicts. There's ongoing
work to make it happen:

https://pagure.io/fedora-ci/general/issue/184

Once that lands we can re-enable these conflicts.
