Define %python2 and %python3

Redefine %__pythonX to change the behavior of %pythonX, %pythonX_version, etc.
Use %pythonX in spec.

Fix up issue with python2_version* macros
Also move the macros to the proper location (%rpmmacrodir) and copy over
