Update to 1.130 

- New upstream release 1.130
  New Features
  - Policies that ensure that system calls are checked, such as
    RequireCheckedSystemCalls, now have an "autodie_modules" setting that
    allows you to tell the policy about other modules that export autodie
    (GH#699, GH#747)
