Clean up buildreqs
- Classify buildreqs by usage - BR: perl(Time::HiRes) for the test suite - BR: perl(Pod::Simple) ≥ 3.14 for the release tests - BR: at least version 0.17 of perl(Test::CPAN::Meta) - Bump perl(Test::Pod) version requirement to 1.44 - Don't need to remove empty directories from the buildroot
