Update to 0.96 

- New upstream release 0.96
  - Require Module::Load::Conditional 0.66 to resolve CVE-2016-1238
    (avoid loading optional modules from default .)
- Update patch for use of ExtUtils::MM::Utils
- Simplify find command using -delete
