Paul Howarth c97c3716f3 Spec clean-up 
- Use DESTDIR rather than PERL_INSTALL_ROOT
- BR: perl(Carp)
- BR: perl(Test::Pod) and perl(Test::Pod::Coverage) if not bootstrapping
- Use %{_fixperms} macro instead of our own chmod incantation
- Make %files list more explicit
