OCaml 4.08.0 beta 3 (RHBZ#1673688).
- emacs subpackage has been dropped (from upstream):

- Remove ocamlbyteinfo and ocamlpluginfo, neither can be compiled.
- Disable tests on all architectures, temporarily hopefully.
- Package threads/*.mli files.
