Recompile with -Wformat 

perl/*/Makefile.PL removes -Wall from CFLAGS. gcc then complains 'error: -Wformat-security ignored without -Wformat'.
This patch adds extra -Wformat to CFLAGS, making gcc happy.
Resolves: #1242766
