Rebuilt with -fno-strict-overflow to workaround the overflow problem 

(upstream ticket: http://www.graphviz.org/mantisbt/view.php?id=2244)
- The dot_builtins was removed rather then excluded to fix the dangling
  symlinks problem in debuginfo
