Siddhesh Poyarekar d543beb3de Fix some gconv packaging nits

- Run postun only if the main gconv-modules configuration file exists.
  Resolves: #1981013.
- Own %{libdir}/gconv/gconv-modules.d
- Rearrange file list command so that gconv-modules.cache is no longer
  marked as %config
