Switch to upstream 2.38 release

- <sys/platform/x86.h>: Add APX support
- translations: update cs, nl, vi
- string: Fix tester build with fortify enable with gcc 6

- posix: Fix test-errno build with fortify enable
- powerpc: Fix powerpc64 strchrnul build with old gcc
