0dfd2cb954 New upstream release 1.11.0 
- Remove libgcj as BR, as it no longer exists in F21
- Re-enable ogdi and spatialite where possible
- Obsolete Ruby bindings, due to the suggestion of Even Rouault
- Make test execution conditional
