Peter Robinson 8297b8b107 Enable gnat on ppc64le now it's been boostrapped
Process was scratch koji build gcc6 with gnat enabled against el7 gnat
enabled, isl disabled. Rebuild again against ggc6 with gnat as mock
chroot, import into koji.

* lto-wrapper.c (OFFLOAD_TARGET_DEFAULT_ENV): Define.
(compile_offload_image): If OFFLOAD_TARGET_DEFAULT
is in the environment, don't fail if corresponding mkoffload
can't be found.
(compile_images_for_offload_targets): Likewise. Free and clear
offload_names if no valid offload is found.

in annobin coverage, so we add the assembler flag to generate notes
for them.
The patch also adds notes to libgcc_s.so, but this is harmless because

reg come first, then those that only allow reg but not mem, then
those that only allow mem but not reg, then the rest.

(write_tm_preds_h): Call it.
* stmt.c (parse_output_constraint, parse_input_constraint): Use
the generated insn_extra_constraint_allows_reg_mem function
