47508dc848 Remove leftover .la files

fb7c644d99 Set clang bconf default based on %%toolchain. 
Diable LTO when using clang.
Disable check-rpath's test for standard runpaths.
Make the existing tests have the gating effect.

117b4ee5c2 spec: Consistently use %set_build_flags 
So we can always refer to CFLAGS and LDFLAGS instead of swithing between
them and the RPM_ equivalent.
