Enable silent rules for most building.

e1ed0f967b Move downstream tests to a separate repository 
The tests have been moved to
  https://src.fedoraproject.org/tests/annobin
The move will enable more flexible downstream usage, namely
in RHEL testing.

74ac5654d6 Fix Regression/testsuite test
