Jonathan Dieter f3d5297ef7 Add zchunked metadata creation 
This adds the createrepo_c arguments to generate zchunked metadata for
Rawhide.  For this to work, the server running createrepo_c will need
createrepo_c-0.12 and fedora-repo-dicts installed.
