azure: Generate UEFI-only images 
As noted by Neal in the previous PR[0], we need UEFI-only images for
Azure. Switch to the `Fedora-30` profile to align with the existing
UEFI-only image configuration for GCP images.

This repo holds the config files that define what goes in and comes
out of a Fedora compose using pungi.
