Just like the rest of the subsystems, let's add the required no-op
functions to implement stubs when CONFIG_OF=n.
This prevents MTD drivers from having ugly ifdefs in their code,
and instead hide the ifdef monster in the header closet (far away
from people's sight).

This patch does the following:
-const int of_get_nand_ecc_mode(struct device_node *np)
+int of_get_nand_ecc_mode(struct device_node *np)
because:
1. it is probably just a typo?
2. it causes warnings like this when people assing the returned
value to an 'int' variable:
include/linux/of_mtd.h:14:18: warning: type qualifiers ignored on functi=
on return type [-Wignored-qualifiers]
Remove also the unnecessary "extern" qualifier to be consistent with other
declarations in this file.

- nand-ecc-mode : String, operation mode of the NAND ecc mode.
Supported values are: "none", "soft", "hw", "hw_syndrome", "hw_oob_first",
"soft_bch".
- nand-bus-width : 8 or 16 bus width if not present 8
- nand-on-flash-bbt: boolean to enable on flash bbt option if not present false
