PM / sleep: make PM notifiers called symmetrically

This makes pm notifier PREPARE/POST symmetrical: if PREPARE
fails, we will only undo what ever happened on PREPARE.

It fixes the unbalanced CPU hotplug enable in CPU PM notifier.
