Don't try to disable modular repositories 

They no longer exist, so attempting to disable them results
in an error:

  Error: No matching repo to modify: rawhide-modular,
  updates-modular, updates-testing-modular, fedora-modular.

As a consequence, no repository is disabled, so dnf will not
work out of the box.
