d16b188a4d Introduce a new "fedora-init" image, which is fedora + systemd. 
This is similar to "ubi-init" on UBI/RHEL side.

Fixes BZ 2278884.

d27e4c3f6c Add base container definitions 
This adds the definitions for building the container tarballs for
the base container, the minimal base container, and the toolbox
container.
