gnome-desktop: Add NetworkManager-ssh-gnome

This seems to be generally-useful.

Unfortunately each desktop currently has a separate set of
NetworkManager plugins, and they're not currently the same, so this
commit doesn't touch other desktops. This needs a significant
refactoring. It's complicated because some desktops want the -gnome
packages and others don't.
